trainers. Below you can find all the information about tournament

at the Forum.
  b.. The biggest IDEA news is the issued call for IDEA Executive Director

1. IDEA Youth Forum Romania (July 23 – August 5, 2006)



  1.. Help from trainers!! – NEW


Here are a few updates on the Forum and what we want to do in order to
ensure you have a great educational experience.
Register as soon as possible. Once your team and coach are registered for
the Forum you will be put in contact with a team of trainers (who will more
than likely also be your trainers during the first labs). The trainers can
assist you with preparing your cases and answering any questions you might
have regarding research, argumentation concepts, etc. Don't miss this
opportunity, it's a wonderful way of getting a head start on your Forum
experience.
Second, once registered, you can gain access to the research packet that
will be used in preparing the second resolution "Resolved: that the world's
fresh water resources should be considered common property".
Finally, if you are the coach of a team attending the Forum, make sure to
check your email for more information regarding your responsibilities as a
coach/judge.





b. Citizen Journalism Workshop at Youth Media Forum, during Youth Forum
The Youth Media Forum will take place at the same time as the annual IDEA
Youth Forum in debate. Because the trainings conflict with each other,
registrants must choose to participate in the debate or
media program, but may NOT choose both.



APPLY for the 2006 IDEA Citizen Journalism Workshop NOW. Please note that
this is a selective event. We will be accepting up to 24 students for this
event based on merit and cannot guarantee acceptance to everyone.


The Citizen Journalism Workshop is for young people between 15 and 18 years
old. Participants will be trained and equipped to produce short,
youth-focused news segments that can be heard, and viewed by a large
international audience via the IDEA Citizen Journalism Workshop. For more

The aim of the Citizen Journalism Project is to help citizens find
important, interesting, and globally relevant stories in their own
communities, or those in other regions of the world, and give them the
skills and platform to share these stories with their peers around the
world. The project provides opportunities for enrichment in cultural
exchange, journalism, technology, photography and education. Thorough
initial trainings, participants, many of whom are youth and young adults,
are given the opportunity to become familiar with tools to create radio,
photo and video stories using a variety of open source computer technologies
and recording equipment that allows them to continue to report on stories in

and the site for the Forum. But, even more important, you'll be able to meet
the trainers you will be working with and see the schedule for the camp as
well as get essential information about the topics and the tournaments.

d. Info from the tab room

The IDEA Youth Forum offers participants the opportunity to demonstrate
their skills and knowledge of debate during two tournaments. The debates
will be conducted in English. There will be three judges per round for
preliminary rounds and three or more judges for elimination rounds.

The IDEA Karl Popper Debate Championships will have four preliminary rounds.
The resolution to be debated throughout this tournament is “Resolved: that a
policy should be adopted to promote global compliance with the Convention on
the Rights of the Child“. The first round of the tournament is paired
randomly and sides are also assigned randomly in odd numbered rounds. Side
constraints operate in even numbered rounds. The novelty regarding
constraints is that teams will be constrained from meeting other teams from
the NGO they represent, rather than their country of origin as during
previous tournaments. Based on their record during preliminary rounds, teams
advance to elimination rounds. The first elimination round is octofinals.

The second tournament, the IDEA Karl Popper Debate Mixed Team Tournament,
will have six preliminary rounds.During this tournament the first two rounds
will be paired randomly. The same rules as for the first tournament operate
regarding sides assignment. Teams will be constrained from meeting other
teams from the lab they shared while preparing for the resolution. The first
eight teams advance to elimination rounds. The resolution to be debated is
“Resolved: that the world’s fresh water should be considered common property
“, except during quarterfinals, when teams will debate according to limited
preparation debate guidelines (more information on limited preparation
debate to come soon).

The teams competing in both tournaments need to be composed of three
members, with no possibility of replacing a member of the team during the
tournament. Should special circumstances occur that prevent a team member
from debating, the team needs to notify the tab room 30 minutes before a
round starts. The team will be allowed to debate the round, but deliver only
two of the total three speeches.

e. Attention to all judges for the IDEA Youth Forum

Following the adoption of the IDEA Standards, a new system of rating judges
will be applied for both tournaments at the IDEA Youth Forum.

The goal of the rating system is to ensure a well-balanced distribution of
judges for all panels, as well as attempt to improve the overall quality of
judging at the Forum. Judges will be rated and divided into three different
categories, A, B and C and these categories will be employed when assigning
judges for debates. The ratings will not be made public, but a judge can ask
the tournament director what his rating was.  The method for determining the
ratings will consist of multiple criteria: judging philosophy, a
questionnaire that judges will complete upon their arrival as well as their
sample debate ballots. Ratings will be re-evaluated after the first
tournament.

Coaches, judges and trainers who plan to attend the IDEA Youth Forum are
urged to enter their judging philosophy in the Debate Tracker system prior
to the Forum

Try to offer as much information as possible about your previous experience,
especially in international settings, as well as the formats you, as a
judge, feel qualified to judge. In addition, judges should try to explain
what they generally take into account when making a decision (i.e. strength
of arguments) and any include any additional information on their judging
paradigms.

All judges will attend a demonstration debate upon their arrival at the
Forum and complete a debate ballot. Judges should use the ballot as an
opportunity to demonstrate their ability to provide educational comments,
and clear reasons for the decision they have reached.

Finally, there will be several judges' meeting prior to the first tournament
and throughout the Forum in which issues related to judging at the Forum
will be discussed.

 The registration for IDEA Youth Forum 2006 has been opened! Please go to
www.ideayouthforum.org  and register yourself and your team.

A short explanation: like last year, you can register for only the Karl
Popper World Tournament Championships, or the Forum (which is the training
and the mixed teams' tournament) or for the ENTIRE Forum! All payments
should be made before the Forum and the rate depends upon whether you or the
organization you represent is the member of IDEA or not.

Use this opportunity to participate in IDEA's most exciting international
event!

2. IDEA NEWS



  1.. Call for Executive Director applications – NEW!!


IDEA is seeking a dynamic, motivated individual, committed to IDEA’s
mission, who will work as a full-time Executive Director.   The Executive
Director must be willing to work in the Netherlands.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Executive Director is expected to:



·          Help to develop and implement strategic plans and other decisions
adopted by the IDEA board of directors and members;

·          Initiate and develop projects in which the Board decides that
IDEA should lead, participate, or otherwise contribute, whether such
projects are funded by IDEA or other parties;

·          Be the primary contact person with donors, like the European
Commission, for donor sponsored projects;

·          Monitor and manage all financial expenditures relating to IDEA,
oversee cash management and financial record keeping;

·          Represent IDEA before potential and existing funders and/or
partners of IDEA; including governmental and non-governmental institutions;

·          Develop and use appropriate methods for communicating with and
informing the members of IDEA about matters of interest to them;

·          Hire and supervise staff and consultants needed to carry out IDEA
’s mission; See that all notices and reports are duly given or filed in
accordance with these Internal Regulations or as required by law;

·          record and keep the minutes of all meetings of the General
Assembly, Board, and Committees in separate books to be kept for that
purpose;

·          be custodian, along with the Auditor and the Attorney, of all
records, financial, legal and other, of IDEA;

·          handle the day-to-day financial issues with the assistance of
IDEA’s staff, accountant, and auditor.



QUALIFICATIONS

To perform this job successfully, the Executive Director must be able to
perform each essential duty satisfactorily.  The requirements listed below
are representative of the experience required:

·        A university degree in a relevant field;

·        Experience in NGO management;

·        Experience supervising employees and in project management;

·        Experience in managing grants, including reporting;

·        Experience in representing an NGO to government and business
leaders;

·        Experience working with a volunteer board of directors;

·        Experience corresponding via letters; memorandums and reports with
senior- level government and business officials.

While knowledge of debate is not a requirement for this job, and experience
in international education would is desirable.

LANGUAGE ABILITY

The Executive Director must be able to read, write, and speak English.
Another major European language is desirable, Dutch preferred.

TRAVEL

The Executive Director must be willing and able to travel, sometimes on
short notice, to attend meetings, administer events, etc.  Travel may be
frequent.

b. Looking for bilingual trainers: Spanish and English Accreditation
Workshop for Trainers

July, 10 2006 - July 12, 2006 – Willamette University, Salem, Oregon



IDEA is expanding to Latin America and is looking for bilingual
Spanish/English debate trainers. Thus, IDEA will offer a 3-day training to
prepare a group of trainers capable of conducting debate instruction in
Latin America for diverse and exclusively Spanish speaking audiences.

PLEASE NOTE: You must fill out an Online Application using our Online
Application System (OAS) before registering for this event. You can find
this application at http://oas.idebate.org/idea under the name "Trainer
Accreditation Workshop". Once you have been accepted to attend you may
register for this event



Workshop topics will include:
- IDEA's goals in expansion to Latin America
- basics of teaching debate and debate formats
- the role of debate in society and debate with marginalized and
underrepresented communities
- debate as a vehicle to create youth leaders

Debaters, teachers, coaches and trainers who are fluent in both Spanish and
English and have experience in speech and debate are encouraged to apply.

Participants in the workshop will be asked to make a 10 - 15 minute
presentation on some aspect of debate theory or practice. Each participant
will make their presentation in both Spanish and English and answer
questions about the content of their lesson.

At the end of the training, participants will be evaluated and those who are
approved as Accredited IDEA trainers will become part of a pool of trainers
who will be periodically contacted to train debaters in Spanish speaking
countries – rates for these jobs will be provided on a case by case basis



Cost per participant is $75 which includes participation fee, food and
accommodation in double occupancy rooms





c. Debate online using IDEA’s new online discussion boards at
www.idebate.org.

 In 1999, IDEA has created a unique format for online debates using email
which we are now attempting to port onto our discussion boards.  IDEA has
already created a format for real time debates using popular chat programs
like Skype, Yahoo Messenger, etc., and now would like to supplement this
with text based eDebates that can span multiple time zones and don’t require
the bandwidth that real time debates would.



To participate in text based edebate, the first thing you’ll need to do, if
you haven’t done this already, is create a user ID for our web site.  If you
need a login, it’s free and easy.

3. IDEA MEMBER NEWS



Actvities in Moldova - NEW


First of all, the top upcoming event that starts on June 26 is:

The National Debate Forum that will last for 6 days and there will

be about 110 participants(high school and University students and

teachers. Traditionally, one team of debaters and a coach from
Moldova(Romania)are going

to join us. They have become an indispensable part of our annual

debate summer schools for more than 5 years already. In response, our

debaters also participate at various debate activities held in Romania

that are organized by ARDOR: national competitions, forums,etc.We

would like to bring to your attention a very interesting event that

took place in May in Bucharest. The Romanian television invited a

team from Chisinau to debate with a team from Ploieshti on TVR

channel 1. Both teams debated the topic related to environmental issues.

The Forum will be followed by a 3 - day National Academic Debate

Conference with 70 teachers -club coaches sharing their experience

about the role of debate in classes and in their communities.

Practically, all our debate clubs have become community

centres and, in the majority of cases, they are playing the leading

role in bringing positive changes to them. Various debate clubs have

been involved in community-based activities and sometimes these are

the only alternatives the kids can join to develop themselves and

to change the world around them.

Now we would like to write some words about the implementation of

another community linked project, namely,"School- as a community centre"
that started last

year and that is funded by Mott Foundation. The project is meant to

transform the schools into community centres developing a variety of

services for the community. It is implemented in 7 villages in

different parts of Moldova and our organization has been implementing

it alongside with 4 other organizations.We are proud that debate is

taking its proper place among different activities meant to strengthen

the civil society in Moldova. As a result of the implementation of

this project, 7 new debate clubs have joined our national network.



4. IDEA EVENTS



a. IDEA Summer Speech and Debate Institute Duino, Italy, June 30–July 14,
2006



IDEA's yearly international camp provides the opportunity for intensive
debate and speech preparation with the caring guidance of nationally
recognized veteran coaches within an international community of
students.There are two tracks of instruction at Duino:

The Lincoln-Douglas Debate & Speech Track The L-D workshop will be for
students wishing to work on 2006-2007 NFL debate topics. The Speech workshop
will cover instruction in Humor ous and Dramatic Interpretation, Original
Oratory, and Extemporaneous Speaking (including in-depth topic analysis).
Students can cross-register in speech and debate. Students in the LD track
also attend morning lectures which give a historical introduction to the
philosophical topics of debate, and which place the activity of debate in a
meaningful historic context.

The Parliamentary Debate Intensive Workshop Designed and led by Sharon
Porter, former Dean of the School of Communication and the Director of
Forensics at Northern Arizona State University, and former President of the
National Parliamentary Debate Association,the Parliamentary Debate track
aims to provide intensive instruction to both beginning debaters and those
experienced in the Parliamentary format. Students at Duino acquire extensive
parliamentary skills in an intimate setting. Parliamentary may also be taken
as an elective.
The Duino Institute has started and we are looking forward to reports from
its participants and organizers.





b. US World Schools Workshop and Qualifier Event, July, 23 2006 - July 29,
2006
Willamette University, Salem, Oregon



IDEA, inc., is pleased to announce that it has agreed to sponsor TeamUSA,
the United States team that will be competing at the World Schools Debating
Championship, beginning in 2007.

A great and inexpensive way to get acquainted with international debate in
general and the World Schools debate format in particular will be to attend
a weeklong workshop this summer at Willamette University.

In order to be eligible you must:
- be a Freshman, Sohpmore, or Junior in High School
- be younger than 19 years old by the start of championships (this year will
be Feb 2007)
- be a member of IDEA (if you're not already a member, you can join by
clicking here)
- compete in one of the following:
Parliamentary Debate
Lincoln Douglas Debate
Policy or Cross Examination Debate
Public Forum Debate
Student Congress
Foreign or Domestic Extemporaneous Speaking
- available to be in South Korea for 2 weeks in Feb, 2007
- have coach's recommendation

to receive applications is June 26. You will be notified by July 5th.

Approximately 20 students will be accepted to attend this event. Of those
students 5 will be chosen to go to South Korea in Feb. Students will not
have to pay any expenses to attend Worlds in South Korea

up. The fee for the duration of the event will be $50 - this includes room,
